É Possível o Consenso entre OTAN e Rússia

Estados Unidos e Reino Unido pediram que seus diplomatas e cidadãos deixem a Ucrânia, preocupados com uma guerra. Nunca ouvi esses dois países fazerem isso sem que alguma coisa muito séria não ocorresse no lugar. Mas muitas pessoas bem esclarecidas dizem que essa possível guerra não ocorrerá, pois os EUA estaria apenas desviando o foco dos problemas políticos internos. A própria Rússia também diz que é histeria. Mas o fato inegável é que já existe uma guerra nas regiões ocupadas pelos apoiadores da Rússia e, o atual governo da Ucrânia, quer expulsá-los ou liquidá-los, na bala. E é óbvio que a Rússia gostaria de ter um governo ucraniano que fosse mais favorável à Rússia, isso, desde 2014. E também é fato, que a OTAN tem encostado na Rússia mais do que o atual poder militar e econômico da Rússia está disposto aceitar. O argumento dos 5 minutos de voo de míssil rápido, de Kiev a Moscou, tem lógica sim, e a própria OTAN parece não contestar e, esse ponto de consenso, é muito importante.

Esse algoritmo foi apresentado antes em "Consensual weighting by arbitration and the Alexy’s theory of argumentation" (Publication Date: 2015, Publication Name: Human Rights, Rule of Law and the Contemporary Social Challenges in Complex Societies). Apesar de haver muita diferença entre o pedido da Rússia e o que quer a OTAN, o algoritmo, se bem alimentado de informações, resolve o difícil problema da colisão de princípios que subjaz ao atrito geopolítico. 

Não estamos dispensando dez mil anos de diplomacia. Nem sequer estamos a dizer que uma guerra não possa ser útil e resolver a pendenga. O que afirmamos é que se os diplomatas fornecerem ao árbitro e às partes as informações necessárias, será possível a construção do consenso, inclusive com a possibilidade de mudança de opinião das partes. Nosso método é fortíssimo porque é matemático e aplicável em qualquer situação.

A Consensus Between NATO and Russia Is Possible

The United States and the United Kingdom urged their diplomats and citizens to leave Ukraine, worried about a war. I've never heard these two countries do this without something very serious happening instead. But many well-informed people say that this possible war will not take place, as the US would only be diverting the focus from domestic political problems. Russia itself also says it is hysteria. But the undeniable fact is that there is already a war in the regions occupied by Russia's supporters, and the current government of Ukraine wants to expel or liquidate them, by bullet. And it is obvious that Russia would like to have a Ukrainian government that is more favorable to Russia, that, since 2014. And it is also a fact, that NATO has leaned on Russia more than the current military and economic power of Russia is willing to accept. The argument of the 5 minutes of fast missile flight, from Kiev to Moscow, is logical, and NATO itself does not seem to dispute it, and this point of consensus is very important.

This algorithm was presented earlier in "Consensual weighting by arbitration and the Alexy's theory of argumentation" (Publication Date: 2015, Publication Name: Human Rights, Rule of Law and the Contemporary Social Challenges in Complex Societies). While there is a big difference between Russia's request and what NATO wants, the algorithm, if well fed with information, solves the difficult problem of collision of principles that underlies geopolitical friction.

We are not giving up ten thousand years of diplomacy. We are not even saying that a war cannot be useful and resolve the dispute. What we say is that if diplomats provide the arbitrator and the parties with the necessary information, it will be possible to build consensus, including the possibility of changing the parties' opinion. Our method is very strong because it is mathematical and applicable in any situation.
